HEERF Reporting

The following information is posted to comply with guidance issued by the U.S. Department of Education regarding an institution’s reporting requirements for funds received under the Higher Education Emergency Relief Fund (HEERF).  

The following information is posted to comply with guidance issued by the U.S. Department of Education on May 6, 2020, regarding an institution’s reporting requirement for funds received under the Coronavirus Aid, Relief, and Economic Security (CARES) Act for emergency financial aid grants to students.

 

1.Certification and Agreement Acknowledgement

Nova Southeastern University (NSU) acknowledges signing and returning to the U.S. Department of Education (DOE) the Certification and Agreement for Emergency Financial Aid Grants to Students in order to access funds under the Higher Education Emergency Relief Fund on April 22, 2020. The institution will use no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide emergency financial aid grants to students.

2. Total Amount of Funds Received

Pursuant to NSU’s Certification and Agreement for Emergency Financial Aid Grants to Students, the institution received $3,578,597 to be made available to students in federal grants. 

3. Total Amount of Funds Distributed

As of June 30, 2020, NSU has distributed the following amount to students under Section 18004(a)(1) of the CARES Act: $3,578,597.

4. Estimated Total Number of Students

The estimated total number of NSU students eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive emergency financial aid grants under Section 18004(a)(1) of the CARES Act is 18,807.

5. Total Number of Students Who Received an Emergency Financial Aid Grant

The total number of students who have received an emergency financial aid grant under Section 18004(a)(1) of the CARES Act as of June 30, 2020 is: 1,543.

6. Method Used to Determine Eligibility and Amounts

The Federal CARES Act Student Support Fund Committee uses the following process to determine which students receive emergency financial aid grants and how much they receive under Section 18004(a)(1) of the CARES Act.

  1. Committee members review the “Type of Need” category selected by the student and the information provided in the “Explanation of Need” field to determine whether the student’s expenses were a direct result of a disruption of campus operations due to COVID-19.
  2. If the “Type of Need” category selected and/or the information provided in the “Explanation of Need” field indicates qualifying expenses, the committee members review the amount requested and compare the supporting documentation to determine the amount the student will receive, not to exceed $3,000 to ensure that as many eligible students as possible can receive funding.
  3. Once the qualifying expenses and amount are approved, the committee conducts a review of the student’s university account to confirm the following:
    • The student was enrolled in at least one ground-based (face-to-face) course on or before March 13, 2020.
    • The student has filed or is eligible to file the 2019-2020 Free Application for Federal Student Aid (FAFSA).
    • The student has no other outstanding requirements that would interrupt Title IV eligibility. 

7. Instructions, Directions, or Guidance Provided to Students

An email was sent to NSU students registered for the Winter 2020 semester on April 28, 2020, informing them that they may apply for funding through the Federal CARES Act with the following guidance:

As a result of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, NSU students with documented need for financial assistance to help with expenses related to the disruption of campus operations due to the current pandemic may apply for emergency funding. 

ELIGIBILITY:

Federal CARES Act Fund

  • Students who have incurred expenses as a direct result of a disruption in campus operations due to COVID-19; and
  • Students who are or were enrolled in the 2020 Winter semester/term; and
  • Students who have filed a 2019-2020 Free Application for Federal Student Aid (FAFSA) or are eligible to file a 2019-2020 FAFSA; and
  • Students who were enrolled in at least one ground-based (face-to-face) course on or before March 13, 2020 (date of President Trump’s Proclamation of a National Emergency for the COVID-19 outbreak).

To apply for Federal CARES Act funding students must:

To ensure that funds are distributed to as many students as possible, the maximum amount for which a student can apply is $3,000 for the Federal CARES Act.  Applications will be reviewed by the Federal CARES Act Student Support Funds Committee.  Students will be notified by NSU email regarding the outcome of their application. Funding will be awarded based on availability of federal aid. Applications will be reviewed in the order they are received. 

Upon disbursement, funds will be directly deposited into students’ bank accounts if Direct Deposit has been previously authorized.  If no Direct Deposit has been established, a check will be mailed to the student’s address on file. Students should verify or update their preferred mailing address on file, by logging in to SharkLink and clicking “View My Profile.” Checks are not available for pick-up.

The total number of students who have received an emergency financial aid grant under Section 314 (a)(4) of the CCRSAA Act as of March 17, 2021: 2,386.

6. Method Used to Determine Eligibility and Amounts

The Federal CRRSAA Act Student Support Fund Committee uses the following process to determine which students receive emergency financial aid grants and how much they receive under Section 314 (a)(4) of the CRRSAA Act.

  1. The Estimated Family Contribution (EFC) was used to determine exceptional need. A report was generated to identify students with a zero EFC who were registered for the 2021 Winter/Spring semester/term.
  2. An electronic communication was distributed to all students on the report notifying them that they have been identified as a student with exceptional need and that an invitation would be forthcoming inviting them to apply for a grant in the amount of $1,500.
    • It was decided by administration that all recipients meeting the eligibility requirements would be awarded $1,500 each until grant funds were exhausted.
  1. A subsequent electronic communication was distributed to all students on the report with the link to the application inviting them to apply for the funds. The application was open for a select period.
  2. Once the application closed, an applicant report was extracted from the application platform providing the necessary student information and the application submission date.
  3. A query was generated to identify any students in the applicant report previously received HEERF I funds and displaying the amount received when applicable.
  4. Students populating on the applicant report were awarded the $1,500 grant in order of application submission date and time which was recorded by a systematic timestamp. Students not previously receiving HEERF I funds and students previously receiving less than $1,500 in HEERF funds were prioritized over students who received $1,500 or more in HEERF I funds.

7. Instructions, Directions, or Guidance Provided to Students

On February 25, 2021, an electronic notification was sent to the NSU students identified in Section 6, Item 1 referenced above. This notification informed them that they would be invited to apply for funding through the Federal CRRSAA Act and included the following guidance:

ELIGIBILITY:

Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA)

  • Students who have been identified with exceptional need were invited to apply.
  • Students who are or were enrolled in the 2021 Winter/Spring semester/term; and
  • Students who have filed a 2020-2021 Free Application for Federal Student Aid (FAFSA).

To apply for Federal CRRSAA Act funding students must:

This option was made available to students with current outstanding balances. Students could also disburse a portion as a refund and a portion to their NSU student account (amounts to be indicated). For students choosing to receive a refund, upon disbursement, funds will be directly deposited into students’ bank accounts if Direct Deposit has been previously authorized.  If no Direct Deposit has been established, a check will be mailed to the student’s address on file. Students should verify or update their preferred mailing address on file, by logging in to SharkLink and clicking “View My Profile.” Checks are not available for pick-up.

On March 1, 2021, an electronic notification was sent to the NSU students identified in Section 6, Item 1 referenced above. This notification contained the application link referenced in the initial notification sent on February 25, 2021 and included the following guidance:

In an email sent to you on February 25, 2021, I announced that you would be invited to apply for emergency financial aid grant funding through the Higher Education Emergency Relief Fund II (HEERF II) based on need demonstrated on your 2020-21 Free Application for Federal Student Aid (FAFSA).

You may now access this application by clicking on the link below:

NSU Application for Emergency Grant Funding through the Higher Education Emergency Relief Fund II (HEERF II)

As a reminder, please take note of the following:

  • The application will be available to eligible students beginning March 1 through March 8, 2021.
  • The link may not be forwarded to other students.
  • While all students with a $0 Expected Family Contribution may apply, priority will be given to those students who have not previously received emergency grant funding through the Federal CARES Act at NSU or who have received less than $1,500 in Federal CARES Act funding.
  • Funding is limited to Title IV-eligible students enrolled in the Winter/Spring 2021 semester/term and must be used toward components of your cost of attendance budget, which include tuition, student fees, books & supplies, room & board, transportation, personal, healthcare (including mental health), childcare, and/or toward emergency costs related to COVID-19.
  • On the application, you will be asked to indicate how you would like the $1,500 grant funds to be disbursed, should you be eligible to receive an award. Options include:
     
    • Disburse the total amount directly to me as a refund (direct deposit or check).
    • Disburse the total amount to my NSU student account. This option is available to students with current outstanding balances.
    • Disburse a portion as a refund and a portion to my student account (amounts to be indicated.)
       
  • Funds will begin to be disbursed in mid-March.
  • Students will be notified of the outcome of their application by NSU email.

1.Certification and Agreement Acknowledgement

Nova Southeastern University (NSU) acknowledges signing and returning to the U.S. Department of Education (DOE) the Certification and Agreement for Emergency Financial Aid Grants to Students in order to access funds under the Higher Education Emergency Relief Fund on April 22, 2020. The institution is using the applicable amount of funds designated under the CRSAA and ARP (a)(1) and (a)(4) programs to provide emergency financial aid grants to students.

2. Total Amount of Funds Received

Pursuant to NSU’s Certification and Agreement for Emergency Financial Aid Grants to Students, the institution received $10,697,093 under the ARP program to be made available to students in federal grants. 

3. Total Amount of Funds Distributed

As of June 30, 2022, NSU has distributed the following amount to students under Section 18004(a)(4) of the ARP: $10,697,093.

4. Estimated Total Number of Students

The estimated total number of NSU students eligible to receive emergency financial aid grants to students under ARP (a)(4) is 11,574.

5. Total Number of Students Who Received an Emergency Financial Aid Grant

The total number of students who have received an emergency financial aid grant under Section 18004(a)(4) of the ARP as of June 30, 2022: 9,654

6. Method Used to Determine Eligibility and Amounts

The American Rescue Plan (ARP) Fund Committee uses the following process to determine which students receive emergency financial aid grants and how much they receive under the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) and American Rescue Plan Act, 2021 (ARP) section (a)(1) and (a)(4) programs.

The administration implemented a tiered approach to awarding the ARP funds to ensure that students with exceptional need were prioritized as required by the Department of Education. This tiered approach was also used to support the Department of Education’s recommendation that undergraduate domestic students be prioritized.

Tier 1

  1. The 2021-2022 Estimated Family Contribution (EFC) was used to determine exceptional need. Undergraduate students with a Pell Grant eligible EFC who were registered for the Fall 2021 semester/term were awarded the ARP Fund.
  2.  Electronic communications were distributed to all eligible students notifying them that they have been identified as a student with exceptional need and that they were awarded the Financial Aid Emergency Grant in the amount of $1,700. These communications included a link to the form they would use to indicate whether they wanted any portion of their grant paid directly to their NSU student account.
    • It was decided by administration that all Tier 1 recipients meeting the eligibility requirements would be awarded $1,700.
  3. A report was extracted daily from the Tier 1 platform capturing students who completed the form to process disbursements according to the student’s instruction.

Tier 2

  1. The 2021-2022 Estimated Family Contribution (EFC) was used to determine exceptional need. Graduate students with a zero EFC who were registered for the Fall 2021 semester/term were awarded the ARP Fund.
  2. Electronic communications were distributed to all eligible students notifying them that they have been identified as a student with exceptional need and that they were awarded the Financial Aid Emergency Grant in the amount of $1,000. These communications included a link to the form they would use to indicate whether they wanted any portion of their grant paid directly to their NSU student account.
    • It was decided by administration that all Tier 2 recipients meeting the eligibility requirements would be awarded $1,000.
  3. A report was extracted daily from the Tier 2 platform capturing students who completed the form to process disbursements according to the student’s instruction.

Tier 3

  1. Subsequent to Tiers 1 and 2 being awarded, a report was generated to identify eligible undergraduate domestic students. 
  2. Electronic and paper communications were distributed to all students on the report with the link to the application inviting them to apply for a $500 grant. The notices advised students to apply for the ARP Fund if they faced significant unexpected expenses either for themselves or that would affect their financial circumstances (such as the loss of employment, reduced income, or food or housing insecurity). The application was open for a select period and closed on September 30, 2021. To allow students more time to apply, the application was reopened from October 14, 2021, through November 19, 2021.

Tier 4

  1. The 2021-2022 Estimated Family Contribution (EFC) was used to determine exceptional need. Undergraduate students with a Pell Grant eligible EFC who were registered for the Fall 2021 semester/term and who were not included in Tier 1 were awarded the ARP Fund.
  2.  Electronic communications were distributed to active eligible students and paper communications were distributed to non-active eligible students. These notifications advised the recipients that they were identified as a student with exceptional need and that they were awarded the Financial Aid Emergency Grant in the amount of $789. The electronic communications included a link to the form they would use to indicate whether they wanted any portion of their grant paid directly to their NSU student account.
    • It was decided by administration that all Tier 4 recipients meeting the eligibility requirements would be awarded $789.
  3. A report was extracted from the Tier 4 platform capturing active students who completed the form by the designated date. The completed form was used to process disbursements according to the student’s instruction. Students not completing the form by the designated date were issued a direct refund. Non-active eligible students were also issued a direct refund.

7. Instructions, Directions, or Guidance Provided to Students

The following information was posted on the financial aid website at nova.edu/financialaid beginning August 17, 2021: 

NSU to Begin Distribution of Third Round of Emergency Financial Aid Grants under HEERF (posted August 17, 2021)

On March 11, 2021, President Biden signed the American Rescue Plan Act of 2021 appropriating approximately $39.6 billion in new funding for the Higher Education Emergency Relief Fund (HEERF). This appropriation represents the third stream of federal funding for higher education institutions and students in response to the coronavirus pandemic.

Each of the three appropriations (the Coronavirus Aid, Relief, and Economic Security Act—CARES Act/ HEERF I; the Coronavirus Response and Relief Supplemental Appropriations Act—CRRSAA/HEERF II; and the American Rescue Plan Act—ARP/HEERF III) have differed in amounts and guidelines that regulate distribution of funds to students. HEERF III funds are to be distributed to students enrolled during the COVID-19 national emergency who have exceptional need. Students who have faced significant unexpected expenses either for themselves or that would affect their financial circumstances (such as the loss of employment, reduced income, or food or housing insecurity), regardless of whether they completed a FAFSA or are recipients of Title IV aid, may be eligible.  Furthermore, the Department of Education encourages institutions to prioritize domestic students, especially undergraduates, in allocating this funding.

Accordingly, NSU’s HEERF III process is outlined below:

 

PRIORITY I:

Undergraduate students enrolled in the Fall 2021 semester with exceptional need demonstrated through a Pell-Grant eligible Expected Family Contribution (EFC) are awarded $1,700 in financial aid emergency grant funding. Students in this group are awarded automatically and do not need to apply. However, students are asked to complete a form to indicate how they wish for their funds to be disbursed no later than 5 p.m. on September 27, 2021. 

Student population: Undergraduate students with a Pell Grant-eligible EFC (2021-22 FAFSA)

Eligible EFC: $0 to $5,846

Application: Not required but must complete form indicating how funds are to be disbursed

Notification: Via NSU email

Award Amount: $1,700

PRIORITY II:  

Graduate and professional students enrolled in the Fall 2021 semester with exceptional need demonstrated through a $0 Expected Family Contribution (EFC) are awarded $1,000 in financial aid emergency grant funding. Students in this group are awarded automatically and do not need to apply. However, students are asked to complete a form to indicate how they wish for their funds to be disbursed no later than 5 p.m. on September 27, 2021. Students who do not submit the form by this deadline will have their awards canceled. 

Student population: Graduate and professional students with a $0 EFC (2021-22 FAFSA)

Eligible EFC: $0

Application: Not required but must complete form indicating how funds are to be disbursed

Notification: Via NSU email

Award Amount: $1,000 

PRIORITY III:

Undergraduate domestic students enrolled in the Fall 2021 semester who have faced significant unexpected expenses either for themselves or that would affect their financial circumstances (such as the loss of employment, reduced income, or food or housing insecurity), regardless of whether they completed a FAFSA or are eligible for Title IV aid, may be awarded up to $500 in financial aid emergency grant funding. As funding is limited, students must apply. Emergency financial aid grants will be awarded on a first-come, first served basis until funding has been depleted.

Student population: Undergraduate domestic students who have faced significant unexpected expenses due to COVID-19, regardless of EFC or FAFSA, who have not already received a HEERF III disbursement

Eligible EFC: no EFC requirement

Application: Scheduled to be open from Monday, September 20, 2021, to Thursday, September 30, 2021. To allow students more time to apply, the application was reopened on October 14, 2021, and is scheduled to close November 19, 2021.

Notification: Via NSU Email

Award Amount: $500

Limited Funding, awarded on a first-come, first served basis.

PRIORITY IV:

Undergraduate students enrolled in the Fall 2021 semester with exceptional need demonstrated through a Pell-Grant eligible Expected Family Contribution (EFC) are awarded $789 in financial aid emergency grant funding. Students in this group are awarded automatically and do not need to apply. However, students are asked to complete a form to indicate how they wish for their funds to be disbursed by June 2, 2022. Students who do not complete the form by the deadline will receive a refund in the amount of $789. 

Student population: Undergraduate students with a Pell Grant-eligible EFC (2021-22 FAFSA)

Eligible EFC: $0 to $5,846

Application: Not required but must complete form indicating how funds are to be disbursed

Notification: Via NSU email. Students who are no longer active will receive a letter in the mail.

Award Amount: $789
