Minority Business Utilization and Development Program

Authority

The Florida Statutes, provide that firms doing more than $1 million in business with the State of Florida within a 12-month period develop, implement and submit to the Minority Business Advocacy and Assistance Office (MBAAO) a Minority Business Utilization and Development Plan.

Objective

To assist Florida’s small and minority businesses in doing business with Nova Southeastern University.

SDBE Policy Statement

It is the policy of Nova Southeastern University, consistent with federal, state and local laws, to promote and encourage the development and continued expansion of Small Disadvantaged Business Enterprises (SDBE’s).

Minority Business Definition

Small Disadvantaged Business Enterprise (SDBE) – A small business concern which is at least 51 percent owned by one or more socially or economically disadvantaged individuals. In the case of any publicly owned business, at least 51 percent of the stock must be owned by such individuals; and whose management and daily business operations are controlled by one or more of such individuals

Action

It shall be the goal of Nova Southeastern University to utilize minority business enterprises that have been certified by the State of Florida and Broward County. Minority enterprises compete equally with majority firms and must provide the University with quality goods and services.

Strategies

Nova Southeastern University will attempt to increase participation levels through the following actions.

  1. Identify and attract SDBE vendors and contractors.
    • Research and create an internal directory for contacting eligible potential firms. This directory will include vendor address, contact name, telephone number and product/service manufactured or distributed.
    • Develop a minority enterprise section on the NSU Purchasing web page highlighting woman-owned and minority-owned businesses.
    • Contact and recruit Minority Enterprises who are willing to explore potential opportunities at the university.
    • Collaborate with state and local organization that maintain legitimate Minority Enterprises listings for referrals.
    • Attend Minority Enterprise fairs and expositions to identify potential SDBE programs and vendors
  2. Increase Minority Enterprise participation in the university’s procurement activities.
    • Create a vendor guide distributed to potential vendors to assist in matching their services/products with the needs of the university. This guide will include the following sections:
      • Nova Southeastern University general facts
      • NSU Purchasing objectives
      • Supplier performance expected by the university
      • Purchasing department organization
      • Inclusion in minority enterprises directory
      • Ethics
      • Insurance requirements
      • Invoicing and payment information
      • Identification of goods and services not currently procured by NSU Purchasing and information on the NSU departments who do
    • Network with other universities regarding their Minority Enterprise plans to obtain information on best practices from successful programs.
    • Organize quarterly vendor open house sessions providing information on how to do business with the university.
    • Advise university departments that have purchasing responsibilities on the utilization of Minority Enterprises by using the resources provided by NSU Purchasing as outlined in section 1 of the strategy section of this plan.
  3. Incorporate minority enterprise utilization reporting within the vendor purchase database to measure the effectiveness of the program.
  4. Prepare management reports indicating the effectiveness of the Minority Enterprise program. This information will include the percentage participation of Minority Enterprise in the university’s overall purchasing budget.
