NIH Guidance on Marking Changes in Resubmission Applications

Effective May 25, 2024, new guidance has replaced previous guidance  on marking changes in Resubmission applications. The use of markups such as bracketing, highlighting, bolding, italicizing, change in typography, and any other type of markup should not be used to identify changes. Any changes made to a Resubmission application should be summarized in the Introduction attachment and must also include a response to weaknesses raised in the Summary Statement.  The Introduction may not exceed one page unless otherwise indicated in the Table of Page Limits.

Updated Guidance on Salary Limitation for NIH Funded Projects (FY 2024)

Effective January 1, 2024, the salary cap on the amount of money that can be charged directly to National Institutes of Health (NIH) grants, contracts or cooperative agreements has been increased to $221,900, reflecting a change in the Executive Level II salary of the Federal Pay Scale. This cap applies to the direct salary that an individual receives under an NIH-funded project, and does not include other allowable costs like facilities, administrative costs, or equipment.

NIH Data Sharing Requirements

ATTENTION NIH APPLICANTS – NEW DATA SHARING REQUIREMENTS

If you’re planning a proposal to the National Institutes of Health (NIH), you need to be aware of NIH’s new Data Management and Sharing Policy, effective for proposals due on or after January 25, 2023.

 WHAT IS THE PURPOSE OF THE NEW POLICY? NIH’s comprehensive data sharing policy promotes the management and sharing of scientific data (as defined by NIH) generated from NIH-funded research to enable data re-use, validation of research results, and acceleration of scientific discovery.  The policy leads investigators to prospectively plan for scientific data sharing, regardless of whether a publication is produced, and fosters consistency of data sharing practices with the FAIR (Findable, Accessible, Interoperable, and Re-Usable) data principles.

 WHAT WILL INVESTIGATORS NEED TO DO? At proposal stage, investigators will need to (1) develop a Data Management and Sharing (DMS) plan attachment and, as applicable, (2) incorporate allowable costs into the proposal budget/justification.  If the proposal is awarded, investigators must comply with and report on the DMS plan, including making data available in an appropriate repository by the time of publication and/or project end date, whichever is earlier.

NIH Updates and Reminders

  • eRA Commons Two-Factor Authentication via Login.gov:  Users of eRA modules (eRA Commons, ASSIST, Commons Mobile, and Internet Assisted Review) will need to access these modules via Login.gov, which replaces logging in with an eRA account username and password.  Setting up a Login.gov account should be completed for all investigators and other account holders now, if this has not already been completed.  Steps for initial set-up at Login.gov are included in the attached document (2FA_flyer).  For more information and instructions, please visit https://era.nih.gov/register-accounts/access-era-modules-via-login-gov.htm.

 

  •  FORMS-G Grant Application Forms & Instructions - January 25,2022:  NIH applicants and recipients must use the new FORMS-G application packages for all NIH deadlines on or after January 25, 2022 (prior to that date, the FORMS-F package must be used).  See NOT-OD-21-169 for more information.  Your OSP Grant Officer will work with you to ensure correct forms are used.

 

Key changes in FORMS-G include:

    • Requirement to use the updated Biographical Sketch and Other Support format pages.  See NOT-OD-21-122  for complete information.
    • Requirement that all senior and key personnel have an eRA Commons username. See NOT-OD-21-109 for more information; contact osp@nova.edu if you need a Commons username to be created.
    • The UEI (Unique Entity Identifier) will replace the DUNS number on all NIH application forms (your OSP Grant Officer will assist with this; however for reference, NSU’s UEI is posted on the OSP website - NSU Fact Sheet).

NIH Implementation of Changes to Biographical Sketch and Other Support Format Page

Reminder: For due dates on or after May 25, 2021, NIH has implemented changes to the Biographical Sketch and Other Support Format Pages. The purpose of these changes are an effort to support collaborating between Federal research agencies.

Changes for the Biographical Sketch include renaming Section B, 'Positions and Honors' as  ‘Positions, Scientific Appointments, and Honors, for the non-Fellowship Biosketch, Section D. has been removed, for the Fellowship Biosketch, Section D has been updated to remove ‘Research Support.’, and as applicable, all applicants may include details on ongoing and completed research projects from the past three years that they want to draw attention to within the personal statement, Section A.

Changes for the Other Support Fortmat Page include the re-organization of the format page to separate funded projects from in-kind contributions, signature block added, for Program Director/Principal Investigator or Other Senior/Key Personnel to certify the accuracy of the information submitted, and each PD/PI or senior/key personnel must electronically sign their respective Other Support form as a PDF prior to submission.

New F&A Rate Agreement

The University has received a new F&A (Facilities and Administrative) Rate Agreement for sponsored agreements covering the period of 7/1/2021 through 6/30/2024. The new F&A rates, shown in the table below (also available on  https://www.nova.edu/osp/resources/nsu-fact-sheet.html) will be applied for all sponsored agreements with a start date of 7/1/2021 and later, unless the sponsor has a lower restriction rate (approvals must be obtained for any waiver of F&A).

Reminder: eRA Commons Moving to Two-Factor Authentication via Login.gov

As of September 15, 2021, all users of eRA Commons, ASSIST, IAR, and Commons Mobile will be required to use two-factor authentication via login.gov to access their accounts. Users are encouraged to make the switch before the mandatory September 21 deadline. Expanding Requirement for eRA Commons ID's

For due dates on or after January 25, 2022, any applications to NIH and AHRQ will require all Senior/Key Personnel and not just the PI to have an eRA Commons ID and to include it in the "Credential" field of the R&R Senior/Key Personnel Profile. Please see NOT-0D-21-109 for complete details. If you need an eRA Commons account established, contact the NSU Office of Sponsored Programs (osp@nova.edu).

NIH Implementing New Login Method

A new login method is rolling out for all users of eRA Commons, ASSIST, Internet Assisted Review (IAR) and Commons Mobile in 2021. This secure two-factor authentication allows you to log into multiple systems using the same login.gov credentials while enhancing the security and integrity of access to data in eRA systems.

This requirement will be phased in first for reviewers, meeting by meeting, starting with review meetings effective February 1, 2021 and beyond. As reviewers are enabled for meetings, their IAR accounts will be transitioned to require login.gov.

 Users of eRA Commons, Commons Mobile and ASSIST can switch any time to the new option; they are encouraged to begin the switchover to login.gov now, before the mandatory deadline of September 15, 2021 for all users.

Revision of NSF Award Terms and Conditions

The following sets of NSF Award Conditions have been updated for consistency with the revised 2 CFR §200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.

  • Grant General Conditions (GC-1);
  • Cooperative Agreement Financial and Administrative Terms and Conditions (CAFATC); and
  • Cooperative Agreement Modifications and Supplemental Financial and Administrative Terms and Conditions for Major Multi-User Research Facility Projects and Federally Funded Research and Development Centers.

The revised terms and conditions will apply to all new NSF awards and funding amendments to existing awards made on or after November 12, 2020.  

NSF will separately announce the release of the Agency Specific Requirements to the Research Terms and Conditions (RTC), as well as the Administration of NSF Conference or Group Travel Award Grant Conditions (FL-26).

Friendlier Approach for Cross-Referencing NOSIs in FOAs Used for Submission

NIH has announced that individual Notices of Special Interest (NOSIs) will no longer be cross-referenced in the Related Notices section of the funding opportunity announcements (FOAs) that are used for application submission. Instead, FOAs identified for use with NOSIs will include a single link at the top of the Related Notices section that takes you to two NOSI tables – one for active and another for expired NOSIs associated with the FOA. It is to be expected that this new approach with be beneficial in their parent announcements. UPDATE REGARDING NSF’s RESEARCH.GOV IMPLEMENTATION FOR PROPOSAL SUBMISSION

NSF has been planning and taking steps to move the preparation and submission of proposals on an incremental basis from its FastLane system to the new Research.gov system, with a tentative completion by 2022.   NSF will soon be requiring the use of Research.gov for proposal preparation /submission, using a phased approach starting with the Directorate for Biological Sciences (BIO) for proposals submitted under BIO’s core programs that do not have deadline dates (Note that NSF funding opportunities will clearly specify whether submission via Research.gov is required).

Since the FastLane system will eventually be phased out, NSF encourages the community to take time now to become familiar with Research.gov and to begin using it for proposal preparation/submission and to provide NSF with feedback.  To facilitate the transition, NSF is developing additional training materials including video tutorials, Frequently Asked Questions, step-by-step guides and a demonstration site. Current training materials are available on the About Research.gov site.

IMPORTANT UPDATES FROM NSF – CURRENT & PENDING SUPPORT/BIOSKETCH FORMAT

Effective October 5, 2020, the National Science Foundation (NSF) will begin enforcing the Proposal & Award Policies & Procedures Guide (PAPPG) (NSF 20-1) requirement to use NSF-approved formats for the preparation of the Biographical Sketch and Current and Pending Support proposal documents. The NSF-approved formats are SciENcv: Science Experts Network Curriculum Vitae and an NSF fillable PDF.

Note that SciENcv has created the following materials to guide NSF users through the preparation of the NSF documents available in SciENcv:

As a reminder, the SciENcv tool integrates with ORCID, enabling users to populate ,,the Biographical Sketch by importing data directly from ORCID records rather than having to manually enter all the required information.

 

Also, effective October 5, 2020, PIs and co-PIs must include an NSF-approved format for Current and Pending Support when notifying NSF that active other support has changed since the award was made, or since the most recent annual report.   Further details about the RPPR can be found on the Research.gov About Project Reports website.

NIH Regional Seminars on Program Funding and Grants Administration – Virtual and FREE

Each year, the Office of Extramural Research (OER) sponsors the NIH Regional Seminars on Program Funding and Grants Administration. These seminars are intended to help demystify the application and review process, clarify Federal regulations and policies, and highlight current areas of special interest or concern. The seminars serve the NIH mission of providing education and training for the next generation of biomedical and behavioral scientist. NIH policy, grants management, review and program staff provide a broad array of expertise and encourage personal interaction between themselves and seminar participants. The seminars are appropriate for grants administrators, researchers new to NIH, and graduate students.

Changes to format of NIH’s Notice of Award Coming October 1

On October 1, 2020, a new layout of Page One of the National Institutes of Health (NIH) Notice of Award (NoA) will be implemented for recipients. Specifically, Page One will present key award information at a glance (i.e., financial award information and federal agency contacts). This new NoA Page One will be used by all Health and Human Services (HHS) Operating Divisions.

NSF ANNOUNCES APPROVED BIO SKETCH/CURRENT AND PENDING SUPPORT FORMATS

NSF has announced the availability of NSF-approved formats for the Biographical Sketch and Current and Pending Support proposal sections that fall under the revised Proposal & Award Policies & Procedure Guide (PAPPG) (NSF 20-1) (see the February 6, 2020 webinar for details on PAPPG revisions). Use of the NSF-approved formats (listed below) for submission of these proposal sections is not required until implementation of the revised PAPPG on June 1, 2020; however, NSF is encouraging proposers to begin using hem now. COVID-19 Update: NIH Late Application Policy Due to Public Health Emergency

On March 26, NIH issued an updated notice regarding late applications due to COVID-19 which states that all grant applications submitted for due dates between March 9, 2020, and May 1, 2020, will be accepted through May 1, 2020.   This applies to all relevant funding opportunity announcements.  Advance permission is not required, nor is a cover letter providing justification.  NOTE:  The notice applications reviewed by CSF and does not supercede the IC’ discretion or authority to make decisions on a case by case basis.

COVID-19 Update from OSP

Please note, with respect to federal agency guidance regarding charging of salaries and benefits on sponsored awards impacted by COVID-19, any such charges must be consistent with the organization’s existing policies of paying salaries (under unexpected or extraordinary circumstances) from all funding sources, federal and non-federal.  At NSU, the policies that govern charging salaries to sponsored policies are covered under NSU Office of Human Resources (OHR) general compensation policies and OHR’s COVID updates, as well as existing OSP policies covering salary charges and effort reporting.

COVID-19 Memo from The Office of Management and Budget

The Office of Management and Budget issued a memo (M-20-17 Administrative Relief for Recipients and Applicants of Federal Financial Assistance Directly Impacted by the Novel Coronavirus (COVID-19) due to Loss of Operations) to federal agencies allowing them to invoke certain flexibilities to recipients and applicants of federal funding.  In response to this memo, several agencies have issued their guidance to grantees and applicant regarding their implementation of these flexibilities (we will keep you updated as information changes).

COVID-19 UPDATE - United States Army Medical Research Acquisition Activity (USAMRAA):
