If you see this toolbar on your internet browser, look towards the middle. If you see an icon that has a number "blocked" then the pop-up blocker is enabled. To disable it, click the Options button. You will see the following window appear:

Uncheck the box next to Popup Blocker, click Apply, then click OK.
Now that button with the number of blocked popups should be completely gone from the toolbar.

If you see this toolbar on your internet browser, look to the right of the Search Web button for this button:
If you scroll over it, you will be shown a message that says "Pop-up blocker is on". To disable it, click the black down arrow on the right side of the button.

Remove the check next to "Enable Pop-Up Blocker". The icon will then change blue, indicating that it is off.
Microsoft Internet Explorer 6.0 Service Pack 2 (SP2)
If you're using Internet Explorer, but don't know what service pack you have, click on Tools at the very top of the window:

If you have SP2, you will see an option on the menu called Pop-up Blocker, as shown below.

Select Turn Off Pop-up Blocker.
If these instructions did not correct the problem, you may have another program that is disabling popup windows or Javascripts from running.
